The Wenchang Overseas Exchange Association (WOEA) is a semi-governmental association created by the Foreign Affairs Office of the People's Government of Wenchang City to foster international relations and exchange with like minded official organisations and NGOs. WOEA started its cooperation with ICYE in summer 2006.
Most of the volunteer placements are for short and long-term volunteers and are located in Wenchang. These include teaching at Middle and High Schools, work in Kindergarten, Home for the Elderly, School for the Blind, and a Youth Center. Accomodation ios either in host families or live-in projects.
